For this position, you will be assigned to our Transportation team. dss+ Transportation specializes in providing high impact and high value risk-based system safety, system security, emergency management, and fire/life safety consulting services. Our transportation clients include a mix of Federal, State and Local government agencies as well as private sector corporations
Our firm is currently searching for a Part-Time Fire/Life Safety (FLS) and Emergency Management Coordinator to join our team in the San Francisco/Oakland Area (Bay Area). In this position, the successful candidate will be primarily responsible for supporting our Bay Area Rapid Transit (BART) system client and serving as an extension to the BART Department for Fire Life Safety team. It is expected you will work approximately 20-30 hours per week depending on client needs.
While supporting BART will be your primary responsibility, other potential responsibilities may include supporting dss+ clients requiring similar skills/qualifications and may include Federal, State and Local agencies and commercial engagements. Any work outside of BART will be coordinated with your manager and not to be completed at BART facilities or during BART required work hours.
Besides local travel in the Bay Area, additional travel is not expected to for this position.
Required Skills and Qualifications
The FLS and Emergency Management Coordinator will be required to demonstrate the following qualifications to include:
10+ years relevant experience.
A bachelor’s degree (master’s preferred) in a related field (a substitution of additional relevant experience or certifications may be considered on a case-by-case basis).
Documented experience, knowledge, training and/or certifications working emergency management and/or FLS programs similar to those required by BART.
Knowledge of the Bay Area jurisdictions BART operates in.
Experience supporting all aspects of emergency management and response functions.
Experience working positively with local first responders and agencies in the Bay Area.
General knowledge in other skills related to FLS and Emergency Management (i.e., System Safety, Risk Management, Systems Security, Construction, Operations, etc.).
Basic computer skills mandatory (Microsoft Suite, Outlook, Sharepoint, etc.).
Excellent organizational skills especially related to scheduling, coordinating, documenting findings/minutes, contract/project management.
Must be able to work well in a team environment but also have self confidence in your abilities to be productive alone.
Job may require visits to active construction sites, maintenance facilities, rail yards, tracks/right of way, etc. that involves walking on uneven surfaces and climbing stairs.
Must be able to drive and be comfortable working from different locations within the Bay Area.
Must be a U.S. Citizen and be able to pass a both a dss+ and BART Security background investigation.
Responsibilities include:
1.1 Support FLS-related Activities:
Assist BART Department of FLS with managing day-to-day tasks. This will primarily involve coordinating with BART and Local Jurisdictional Fire and Emergency Response departments/agencies to support FLS initiatives, including emergency management and response efforts, investigations, inspections, drills/exercises, and meetings.
Support emergency preparedness and response activities. This includes coordinating, scheduling, organizing, participating in, recording action items/minutes/findings/etc. of emergency management activities with BART and its’ stakeholders and contractors.
Support Fire/Life Safety committees, meetings, and reviews with all applicable stakeholders (i.e., Fire Liaison Committee, safety committee meetings, etc.).
Participate in fire/accident/incident investigations to help determine probable cause(s), prepare reports, and fact-finding analysis, and tracking of identified non-conformance issues until closure.
Support development, update, and review of FLS and emergency response policies as it pertains to the BART system (i.e., Emergency Operations Plan, emergency evacuation, inter-agency agreements, drills, and exercises, etc.).
Support contract/task management activities as they relate to the Department of FLS.
1.2 Support Facility FLS Inspections and Assessment Program:
Support coordination and scheduling of FLS inspections and assessments of BART facilities, equipment, and systems. Coordination should be with BART FLS Department staff (including dss+ staff), area first responders, Authority Having Jurisdiction (AHJ), and other BART Departments as required.
Support the resolution of inspection/assessment findings of BART’s Administrative Buildings, Stations (50 Stations), Parking Structures (16 Parking Structures), Traction Power Substations, Storage Buildings, Maintenance Facilities, and Trainways per contract year. Findings should be documented, tracked and closed out as directed by BART Director of FLS through BART’s Maximo system (or other system(s) as required). As required by the Director, support the submittal of Request for Maintenance (RFM) to applicable BART departments.
Oversee the documentation and administration of FLS findings and non-conformances and Corrective Action Plans (CAPs) through the use of the BART Safety Management System (SMS).
1.3 Conduct FLS & Emergency Management Training:
Provide training to BART staff (Safety, Operations, Maintenance, FLS, etc.) and local first responders on emergency response operations, hazards, discrepancies, mitigations, inspection procedures, and best practices as required by the Director.
Support development of emergency management-related training program/curricula targeted at BART Stakeholders (i.e., Local First Responders, Authorities Having Jurisdiction, BART Operations/ Maintenance/ Safety/ FLS/ Management staff, etc.).
Provide classroom, virtual or On the Job (OTJ) training to BART staff and/or first responders servicing BART, educating participants on BART’s emergency response systems, operations, hazards, and effective response strategies to a transit FLS event.
Compensation and Benefits:
dss+ offers very competitive compensation packages. Salaries will be negotiated based on experience and position. Benefits packages for full-time staff include health care and dental benefits, disability, paid time off, and retirement 401K plan company contribution. Benefits for part-time staff vary depending on eligibility.
Work Location Requirements:
This position is based out of the San Francisco Bay Area. The candidate must be able to report to BART Headquarters in Oakland, CA, or other BART locations, on a weekly basis (2-3 days per week) as required by the Director of Fire Life Safety. It will also require periodic support at other locations related to emergency response activities, FLS Assessments, etc. in the Bay Area (i.e. fire departments, government offices, etc.).
